Actually, for this question, we often think we need to force remove "C:\Documents and Settings\Administrator\Local Settings\Temp\Skype" dir and re-build a new one. Unfortunately, we cannot force-remove it for some reason. At last, I reset user Temp dir path as follows.
1, Right-click 'My Computer';
2, Choose 'Property';
3, Click 'Advanced' to reset Temp dir.
